Research by the National Institute for Clinical Excellence, (NICE) suggests that the most effective way to tackle domestic abuse for organisations to work together at strategic and operational levels.
 
With the introduction of new Welsh legislation, the Violence Against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015 and the Social Services and Wellbeing (Wales) Act 2014, the protection of adults and children experiencing domestic abuse, violence against women and sexual violence should be core-safeguarding business across all agencies.

Although housing associations are not specifically identified as strategic partners in the Violence Against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015 and its accompanying guidance, it is widely recognised that housing association staff have a vital role in keeping people safe. Free from Fear partners believe there should be consistent approach between statutory housing and housing associations.
